Vance was born on December 30, 1932, to John and Leah (Beck) Rogers in Zap ND.  He attended school in Stanton.  His father passed away when Vance was eight, which forced him to quit school and work in the family restaurant until taking a job helping build the Garrison Dam.  At the age of eighteen he joined the U.S. Army and was stationed in England during the Korean War.  After an honorable discharge he came back to Bismarck and continued his working career at Hals Standard Station, Goodyear Tire, and retiring in 1994 from Industrial Contractors Incorporated. as a Labor Foreman.

On Christmas 1962 Vance met Clara Leier.  They were married February 3, 1968.  Together Vance and Clara raised their two children Darrin and Lisa.  As a family they enjoyed annual trips to Detroit Lakes and the horse races in Winnipeg.  He also enjoyed weekend camping trips with family, snowmobiling, and ice skating.  Aside from his love of family, Vance enjoyed ice fishing and would be the first to see a flag pop up and be on the run to pull out a fish.

Vance is survived by his wife Clara and two children, Darrin (Dorinda) Rogers, Sioux Falls, SD, and their children, Mason (fiancé Caitlyn) Elk Horn, NE, Trey (fiancé Maia) Sioux Falls, SD, Jada, Fargo ND; Lisa (Darin) Schorsch, and their children Sophie and Lauren Bismarck, ND.

Vance was preceded in death by his parents John and Leah Rogers, his two sisters and brothers in law, Ruth (Eldor) Kilber and Emma (Elthor) Guenthner.  His father and mother-in-law John and Helen Leier and numerous in-laws.
